About
Our Nuts & Bolts Construction Summit connects diverse contractors/suppliers with Construction industry leaders, Corporate members, Government entities, and others sharing upcoming construction projects. We’ll hear women in construction reveal the secrets to their success in a male-dominated industry, share best practices and resources to level up your business, then close out the event in a relaxed, fun networking environment.

COVID Protocols
As Nevada continues to recover from the Omicron variant of the COVID-19 pandemic, and tools to combat the severity of illness are more widely available, Emergency Directive 052 lifts the requirements for face masks statewide. Therefore, wearing a face mask will be optional for attendees.

Cecil Plummer
President & CEO
Cecil Plummer is the President and a member of the Board of Directors for the Western Regional Minority Supplier Development Council (WRMSDC), a two-time NMSDC Council of the Year Winner (2019 and 2021). Plummer has over 13 years of executive leadership experience and possesses a solid background in strategic sourcing, change management, performance and process improvement, Supplier Diversity, strategic planning, and risk management.

Holden Hsiao
Vice President
Holden Hsiao is the Vice President of Shaw-Lundquist Construction and manages its West Region. Shaw-Lundquist is one of the largest minority-owned business enterprises in the U.S. with a focus of building better lives through construction. Holden has held roles in Estimating, Building Information Modeling, as well as Information Technology, and has extensive experience with onsite projects. With contract licenses in Nevada, California, and Arizona, Holden is growing and expanding the business in the West Region. He is responsible for overseeing the project team and keeping construction activities moving forward to meet project milestones and exceed client expectations.
Boss Oroke
Owner
Boss Oroke is the owner of BB Mechanical LLC and was licensed in Nevada in April 2014. BB Mechanical LLC is a local HVAC/R and Plumbing Contractor in Las Vegas. The company was founded on the principle of providing exceptional service and value to their clients. Boss is a graduate of the MGM Resorts Supplier Diversity Mentorship Program. He received WRMSDC's Supplier of The Year (Class 1)- 2018, as well as SBA's Nevada Minority Owned Small Business of the Year- 2019. Boss is also the only minority union mechanical (HVAC) contracting company in Las Vegas.
Glenn Pollack
Vice President, Design and Development
Glenn Pollack is the Vice President of Design and Development for MGM Resorts International. He has a keen eye for envisioning costs for new ideas. In 2022, he is responsible for rolling out a $450M Capital Plan over 14 properties in Las Vegas and US Regional. His team oversees 6,000 to 9,000 keys under planning, design, or renovation phases. In the past eight years, Glenn has led the development of $2.5B in new construction and renovations at MGM Resorts properties, including remodels and expansions. Glenn is noted for his integrity, promotion of social responsibility, and diversity & inclusion.
Paul Toplak
COO
Paul Toplak serves as COO of Martin-Harris Construction. Throughout his tenure in project management, Paul oversaw notable and high-profile projects such as the USA Today Facility for Las Vegas and the Castaways Implosion/Demolition. These successes preluded his promotion to Director of our Special Projects Group. Paul was instrumental in the strategic direction and growth of this division. His outstanding leadership culminated in a position on the MHC Executive Board as the Vice President of Special Projects, followed by Sr. Vice President of Operations. In his current role as COO, Paul provides corporate oversight on all our projects and is committed to ensuring Client expectations are not only met but exceeded.

Telma Lopez
Manager of Diversity Programs
Telma Lopez is the Manager of Diversity Programs for Southwest Gas Corporation. In her position, Telma is part of a team that oversees the company’s Diversity & Inclusion efforts and Supplier Diversity activities in Nevada, California, and Arizona. Telma joined Southwest in 1996 and has previously served in various positions within the organization, including in the Supply Chain, Regulatory Affairs, and Public Affairs teams.In addition to her work at Southwest, Telma serves on the advisory board for CPLC Nevada and volunteers with local nonprofits in her community.
Erica Bernal
Co-Owner
Erica Bernal is co-owner of Hamilton Blake, LLC – a General Contractor that specializes in height safety. Erica has a demonstrated history of working in the construction & safety industry for over 14 years. She has expertise in areas ranging from business management, project management, administration, financials, products and services—to working with and training the staff. Her top skills include negotiations, budgeting, sales and customer satisfaction; however, the principal focus is the safety of their employees and clients.
Cynthia Schaan
CEO
Cynthia D. Schaan is Chairman and Chief Executive Officer of CM2 Consultants Corporation. Cynthia has over 45 years of Commercial & Industrial facilities engineering, cost estimating, scheduling & delivering projects on time, controlling costs within allocated budgets for end-users, supervising contractors, project managing and coordinating all phases of construction projects. Cynthia is licensed by the State of California as an Electrical, Mechanical & General Building Contractor. She holds a degree in Business Management.
Andrea Vigil
Chief Operating Officer
Andrea Vigil is the Chief Operating Officer for Allegiant Electric. The company specializes in electrical services, including solar, battery storage and Electric Vehicles (EV) charging stations. She takes ownership and drives accountability for results through policies/procedures, performance metrics, incentive packages, and operational processes. She appreciates interacting with clients, owners, subcontractors, and vendors to ensure projects are completed on time and within budget.
